In plain English: Psalm 60 is the chapter where David shows God's map. In one breath he names six Israelite parcels (Shechem, Succoth, Gilead, Manasseh, Ephraim, Judah) and three foreign nations (Moab, Edom, Philistia) and assigns each one a role. The superscription names the valley where Joab slew twelve thousand Edomites; the body of the psalm (v9) names the city David then asks permission to enter. A single verse posed as two questions. On the surface, David is asking who will conduct his campaign into Edom's stronghold.
